It is possible that the armor designs (referring to the actual armor, like the T-60, X-01, etc.) were so effective and were easy enough to convert that they were made for both FO3 and FO4 power armors. And since it is on a powered frame, the wearer would still get the benefits of power armor like added strength and immunity to fall damage even if the actual armor is either broken or not equipped. But when provided with a supply of fusion cores, it beats the FO3 power armor in terms of combat effectiveness. So much so that the fusion core would need to be replaced after not long, effectively making it useless in long campaigns through low-tech areas after only a short period of time. Offering more customization, ease-of-use, and features such as fall damage immunity, it was a vast improvement over the FO3 power armor, except for one critical flaw: it used considerably more power.
